This bird is heavily marked on the underparts and is a clear example of American Kestrel (Northern), which appears in eBird as Crécerelle d'Amérique [sparverius] with scientific name Falco sparverius [sparverius Group]. Cuban Kestrels are often very reddish below or else entirely whitish below; quite unlike your bird. The northern migrant American Kestrels only show up in winter, and your photo will help to determine exactly where and when. Comment by Marshall Iliff, eBird, Cornell.
