Observation details
This bird is heavily marked on the underparts and is a clear example of American Kestrel (Northern), which appears in eBird as Crécerelle d'Amérique [sparverius] with scientific name Falco sparverius [sparverius Group]. Cuban Kestrels are often very reddish below or else entirely whitish below; quite unlike your bird.
