觀察細節

Initially ID’d as RTLO due to apparent size and what seemed like an upturned bill. The lack of bright white on the neck and face gave me some pause, but I thought it was probably a juvenile. However, I think these were an artifact of distance and lighting. Review of some poor video seems to better support PALO. Still a small loon (smaller than COLOs) with a thin bill. Straight neck border (not jagged like COLO), and a bit of a chinstrap (as can be seen in screen grab).
