known stakeout; photo'd. Seen by most attendees at the Euro Bird Week & Rarities Committees meetings. We saw it on its second day of occurrence. The record was accepted by Dutch Rarities Committee in Dutch Birding 15: 145-159, at p. 152, in a paper entitled "Rare birds in the Netherlands in 1991," by Arnoud B. van den Berg, Rolf A. de By, & the CDNA. I was among a group of 4 Americans represented rarity committees in the USA [I was secretary of the California Bird Records Comm. at the time.]
