Adding this site for my historical record. Juvenile with dark banding in chest and wings contrasting with all white face and dark crown banding. On rock wall seen from marina and harbor area. Observed bird for 30 minutes. The temperature was in the 40s and the bird appeared hot, with wings spread away from body and performing gutteral fluttering. Photos taken with spotting scope and iPhone to document.
