Thanks to Ed Jordan for helping me locate. Perched distantly on fence posts, saw it fly down and likely catch insects several times but lost sight of it and couldn’t re-find after harrier flew through, but there was a lot going on. Could not see adequately to distinguish it from NSHR based on my observation alone so identification based on previous observers.
