Alcedo meninting rufigastra. Unlike the common kingfisher, the rufous ear patch was replaced by blue. A deeper shade of blue overall as well. Seen next to a shady stream covered with riparian vegetation. Scaly iridescent blue marking on head, and light blue dotting on the coverts with red feet, a rufous belly and two-toned bill made it look like a little jewel. The 2 toned bill suggests this is a female. Upper mandible was black and the lower mandible orange-red. The bird kept diving into the stream for a quick dip and then preening on its swinging vine perch. It appeared to be undisturbed by the traffic and neighbouring settlement.
