Large Plover. Black belly, very dark back (gold speckles difficult to see in low light), black undertail coverts exclude Black-bellied and Pacific, and European. Update: In better light it was easier to see the bird was in intermediate plumage. Still dark underneath, with a definite black cap to exclude Black-bellied. I would expect Pacific Golden to be much buffier at this plumage stage.
