Continuing bird at the mouth of Frenchman Creek, here: https://goo.gl/maps/jzihfGjkGbMRy42n8. Rather cooperative as I watched it foraging along the creek from the bluffs above. After a few minutes, a large wave washed over the beach, and the bird disappeared. About 10 minutes later, as I was scoping the gulls, it flew by, headed north. I looked for it at the mouth of Frenchman Creek and on the beach north, but did not see it again. Smallish Passerine, generally Sparrow shaped and sized, with an elongated back end, accentuated by the very long primary projection. Generally white plumage throughout, dense dark streaking across the back, but unmarked below. Small apricot skullcap, ear spot, and crescent across the chest. Large white patch through the coverts and inner secondaries. White rump. The tail was dark and deeply notched. When I heard the bird, as it flew past when I was scoping the gulls, it gave a Lapland Longspur-like "didididi" rattle. Digiscope photos and video.
