Originally thought it was a Rough-legged Hawk because as it took off from a utility pole its tail appeared mostly white with a dark terminal band. Then it circled around and gave a Red-tailed cry. Cold blackish-brown with bits of white on head, white chest with dark streaking, and coal black belly. Upperparts very cold blackish brown with no rufous tones. Will add photos.
