I dispute the eBird/Merlin insistance that this bird is a Black-chinned. Its bill length is slightly over 16mm and its P9-P10 have narrow outer ends. A Black-chinned bill averages nearly 20 mm, significantly longer than this bird and should have club end primary tips, this bird does not. . Additionally, when I arbitrarily change the date to September rather than December, then Merlin returns a Ruby throat. So: ebird/merlin ID based on date, not the image. No molt in progress. Finally, this bird is very different than yesterdays, so that bird may still be a Black-chinned.
