Rare. Continuing, have photos. Juvenile or immature. Initially thought I saw it looking south from the dam overlook, but it flew west before I could identify. Refound when I was on the south side of the lake, this time almost all the way across to the other shore. I first noticed it by size comparison with WEGR. It gradually moved (eventually flew) east, back towards the dam. Picked it up again from the south end of the dam, again near a WEGR. Finally got close looks after returning to the dam overlook.
