Juvenile. On “island” with hundreds of Bonaparte’s and terns. Significantly smaller than BOGU with much darker back, smaller bill and dark cap. In flight, very contrasting M-pattern - almost pure black and white. Have never seen a juvenile. Thanks to Bob K for locating. Others in party may have taken better photos.
