Heard earlier on, but dismissed, then spotted perched on a large cactus as we returned down the valley. Cream-colored chest and head with black eye-markings (kind of like a superhero mask) and stout sharply-hooked bill. Black wings, banded tail. Gave long loud laughing call. Second bird spotted in flight (accipiter-like at first glance) and the first falcon joined it in flight up I-90 in the direction of Oaxaca. Photos and audio.
