See photos. Hard to tell at the distance I was taking the pictures. But based on Merlin sound, it identified them as Common Terns and the black feathers on the head looks more consistent with juvenile common terns. In the photo three of the Forster's/Common Tern's are mixed in with various other species. The Caspian tern located on the right side of the picture gives a good size comparison.
