Number is likely conservative. I did a sequence of 6 photos fully zoomed out to try capture them all, and there were more further up and downriver as well. Can add a few photos if required for sense of numbers. Edit: Adding one of six photos I took in a panoramic series to capture most of the swans. This photo, counting both near and far, shows about 80-90 swans (of the 150+ present).
