(EDIT: Replaced with still-bad higher res photos, which have been cropped and auto-leveled only) Small hooded gull flew south past boat ramp leading group of larger gulls just as I arrived. Bonaparte's seems more likely than Franklin's, but my immediate impression was Franklin’s due to prominent eye arcs, more of a half-hood than an ear spot, and generally dark coloration. Tail hard to see; there is a hint of dark in a couple of the photos. No coloration on bill seen. Legs not visible. After reviewing other photos and reading a bit in Gulls Simplified and Gulls of the Americas, this bird seems to be a first-winter Franklin's. Outer primaries are all dark, inner primaries slightly lighter. Secondaries have trailing white edge. The bird lacks leading white triangles expected on adult BOGU, and lacks trailing black edge or ulnar bar that might still be present on a first-winter BOGU.
