Steppe buzzard can be eliminated (e.g. obvious carpal patch), and no common buzzard does have this ground color. If I remember correctly, it was considered to be cirtensis. The taxonomy of the long-legged buzzard cirtensis is complex, and Im not sure the photos I got can verify it being cirtensis (although it is certainly most likely given the location).
