brownish "female type", likely a juvenile, seen a little south of main parking lot at the start. This is a very busy area daytime, so I have my doubts about the bird "sticking" here. First impression before looking through binoculars was of a house finch, both in small size (including quick movements) and color. Described from low-medium quality photo: plump bird with fairly upright posture; small, thin, dark bill; white throat and breast with possible spots or streaks near shoulder; brownish and grayish above; subtle masked look near eye; medium length tail (for a passerine; shorter than for a phoebe); medium primary projection; due to sun angle (from left) and underexposure, not easy to tell color in vent area; visible paler edges to wing coverts, but difficult to make out wing bars. Silent as far as I could tell.
