Continuing on its third day. Heard the bird first as it flew in, and then it appeared a few seconds later, remaining stationary on the short grass area it has been consistently seen in. It kept its body still, and was constantly tilting its head, peering at the sky, eyeing an American Kestrel that was kiting very high in the sky (and had apparently been terrorizing the area all day). The wagtail flew off after a few minutes. Helpful notes from Andy Birch: “It appears to be AHY+ male and the head pattern fits well for the expected tschutschensis - broad supercilium, eye arcs and white below the ear coverts.” Comments from Brian J. Small: "I can’t see this as anything other than a 2cy+ (adult) male. Plumage is good for male and I can’t see any moult contrast in coverts that suggest anything younger than that.”
