Continuing bird. Photos attached. If you don't have a boat, the closest place to see this bird is on the south side of the Solway Bridge (that is the Knoxville vs. the Oak Ridge side of the bridge). Park at the closest business to the bridge on the southbound (heading from Oak Ridge to Knoxville) side of the road. Walk toward the bridge on the shoulder. Upon reaching the bridge, scramble down to the river bank. Today the Scoter was straight across the lake near the opposite bank. You may be able to ID with binoculars alone but a scope would be better. Ebird wants the submissions to be based on where you are standing/located even if the bird is in another county. In other words, from the above location you are in Knox County and the bird is on the opposite bank in Anderson County, the submission should be from your location in Knox County. The Anderson County line is actually only a few feet from the north bank. In other words at this location most of the water under the bridge is in Knox County.
