Horrible record shot, nearly useless for ID.

Initially flushed from tall grass in field on north side of Tree Island at distance of ~50 m. Gave liquid, fairly low, multi-syllable "quid-did-did" flight call upon flushing (am very familiar with their calls), and flew in low flight with quick/fluttering/shallow wingbeats, as UPSA sometimes do, before dropping into grass again. Seen on ground for 2 seconds before flushing a second time, seen well in flight at 50 m distance as it circled a bit higher with more powerful flight with slower/deeper wingbeats, dropping into grass again out of view and was unable to relocate. On ground, saw medium-large buffy-brown shorebird, long neck, unmarked small head, medium-short, straight bill, long yellow legs, tail projecting past wingtips. In flight saw long neck, buffy wash over all of body apart from paler whitish lower breast/belly, long tail, wings buffy brown and lacking wingbars. One horrible record shot in flight attached, that is nearly useless for ID.
