A male and a female. Male was gray above and white below with some chest streaking. Female was brown with a white rump, striped tail, and facial discs. Observed the male soar in over the lake to the adjacent meadow. 10 minutes later observed a female hunting in the same meadow. Both were flying low and hovering around the meadow.
