Just past the entrance to the horse ring, on a snag on the right hand side of the road. Two snags are next to each other. Flew across to horse ring, then back. As we watched another bird disturbed it and it flew around the snags calling. The second bird disturbed the Merlin a second time, and both birds were very similar in terms of flight style, size, and appearance. It's possible there were 2 Merlins. Not sure!
