Scanning skies in hopes of a Broad wing when i saw this bird circling VERY high among three Black Vultures. Smaller in build than BVs, looking a little like a flying cross at certain times, head/neck not always easy to define but tail noticeably long which made me take notice. Barely recall seeing a flap though it did so at times during perhaps three minutes of observation though some of that time was trying to find bird again for a photo or two. Eventually broke away and headed ENE and again barely a flap.
