My first thought was Pectoral, but the legs looked too bright, almost orange. Also, this bird is more gray than brown, it has a lot of splotches on the sides, and the breast doesn't have the vertical streaking I would expect. As you can see in the second and third photos, it's also too large. According to Sibley a Pectoral is 8.75" and a Killdeer is 10.5". One bird that's in the right size range with yellow legs, and that's common in this area, is a Lesser Yellowlegs. This bird seems to differ in several ways - legs too short, body too stocky, bill too heavy and slightly turned down, and feeding pattern very different. The one that matches most closely, both in Sibley and in O'Brien Crossley and Karlson, is a female Ruff.
