Flying east at intersection of Stevenson and Turkey Hill, into strong wind. When held steady the wings were in an obvious dihedral. But bird kept flapping in short bursts and was giving a Hawk vibe, as well as TUVU. When it passed in front of me through the windshield it looked like an eagle, with a large head and neck. I got a quick glimpse of a pale patch in the primaries, I think on the dorsal side. Bad photos reveal big yellow feet at the base of the tail, perhaps a buffy area there as well, and a noticeable secondary bulge. The head and bill also were too large and wide to be a Turkey Vulture. Compare with the Turkey Vulture photos I posted, and with https://macaulaylibrary.org/asset/394033211. It appeared to be an adult (no white), and have a full crop. Did it just feed at the compost, and was that why there were no birds present when I got there?
