Location was marker 234 just south of Bob Hall Pier. Lifer for me so not familiar with behavior but figured resting on a busy beach was not normal so stayed with it and kept free-running dogs away and hoped a ranger would come by. It tucked head on back, "yawned" once, seemed alert, but unconcerned, to the activity around it. It finally showed signs of preparing to fly and seemed to take off normally with several running/flapping steps. Wings and feet appeared uninjured and working symmetrically. I have included close-ups of beak. After circling the pier several times it flew north. It may have had some trouble gaining altitude or was thinking of landing again on the restaurant roof. I searched the beach to the north in case it came down again. Other photos available.
