I observed a hovering raptor approximately 50 yards away and fairly low but extremely back lit. I assumed harrier and waited for it to fly closer to me so I could obtain photos. As it came within range I saw thru my viewfinder it was not a harrier at all but either red tailed or red shouldered hawk struggling in the increased west winds.. still extremely back lit. I took several photos as it flew by me from inside my car which unfortunately caused some heat haze in the images. Upon immediate review of photos I noted this bird a had short tail with a thick dark terminal band and a lot of white underwing and dark patches on its wrists. I brightened the photos to see its markings more clearly and saw the classic dark blocks at the wrist and a small pointed beak. It had a lightly striped belly band and Its head appeared light but with dark neck. All the field marks of a light phase male Rough Legged Hawk. Major surprise :)
