Flock that moved together and wouldn’t let you get closer than 15’ at most. Got a sound recording I’ll upload. Slender bill. Brown and slim songbird with streaking on top of chest. Walking around on mudflats and rocket open shores near reservoir. Constantly bobbing tail. Would flush as a flock making flight calls if I got too close.
