I wasn't sure of the ID until it went on the attack revealing a falcon profile. Since its intended prey was clearly the nearby Starlings, Am. Kestrel could be ruled out along with Peregrine due to smaller size. The attack caused the Starlings to form into a mumuration to attempt to confuse the Merlin. The mumuration continued for more than a minute with the Pigeons also rising in a mass from the silos. The Merlin was not observed following the mumuration for the reason that it likely grabbed a Starling in its initial attack.
