This is a light-phase individual discovered earlier by Elaine Faletra. I saw it very well despite the gray skies with rain/snow/mist precipitation. Elaine’s photo is excellent; mine a bit too dark. Buteo with proportionately long wings and tail, black lower belly and patches at the bend of the wing from below. Tail white with black band at the end. Showed typical RLHA behavior hovering as it moved along hunting for small rodents.
