I saw these birds hugging the shoreline and coming my way fast. I shot about 30 pics as they got closer and finally passed my position. I went home, entered them into eBird as Common Mergansers and didn't think anything more about it. Nick Mrvelj pointed out on Facebook that my ID was wrong. This is the first time I've ever seen a flock of multiple RBME in Central Oregon. I've seen multiple birds before but never in one flock. What a treat. Wish I had been paying more attention.
