Non breeding adult. Although I can see how this was initially confused for red throated as it has more white in tge throat and neck area. However after watching this bird for over 20 minutes the bill appears to thick to be and for the most part carried it's head/bill either horizontally and/or down. The red throated loons I have seen have had a noticeably thinner bill and carried their head/bill angled upwards
