Small loon with smaller and smooth head without the concave curvature of the forehead of a common loon. Bill was smaller and thinner and generally held at an upward angle. Extensive white on the lower face and neck. Photos attached with a photo near a common loon to show the smaller size of the red-throated loon. The loon was seen about 40 yards from the road and was slowly moving west.
