As per advice of Avian expert Desmond Allen Japanese Yellow Bunting usually flocks in at least 200 of them, but hard to see them for long as there are some that serve as look out for possible threat against the flock. There are at least one or two which will perch closer to you but quite covered by the bushes which will tend you focus your eyes to it and when the flock is already gone, it will also fly straight away from you.
