Juvenile. It actually looks good for a pure Western Gull. This bird shows most of the Id features needed to identify a Western but shows almost no features that would indicate Glaucous-winged influence. Based on the photos of juvenile Western Gull posted on ebird for the BC, Wash and Oregon coast, it would be posted as Western Gull there and very unlikely to be posted as the more popular hybrid. In particular, the dark color, tertial pattern and strong pattern of the mantle and wing coverts lead to this conclusion. Western Gulls are basically not accepted on this site as present in the interior and for this reason we are calling it a hybrid. Since the photo is not great quality, the only thing that would change this comment would be if the wing tips and tail were not on the lower end of darkness and a strong skirt was visible.
