Immature mixed with large flock of resting Double-crested Cormorants on the sand spit at (36.8131329, -121.7888714). Picked out right away by tiny size and longer tail. Closer views showed black lores, sharp angle to corner of mouth with small pale spot at gape, and longer/shaggier back feathers. Also had a dark, blackish-brown breast unlike most surrounding Double-cresteds. Eye color was particularly aquamarine compared to Double-cresteds. Molting wings and tail. It was trying to rest with head tucked but was being constantly bothered and chased by surrounding Double-cresteds. After a few minutes all the cormorants got in the water to forage, but then the Neo suddenly took off alone and flew south low into south harbor area and out of view from where I was standing. This is the 4th Monterey County record on eBird, with previous reports from August and May and all since 2017; two of three previous records also from Elkhorn Slough area. Photos.
