Scoped from Upper Ramp toward Harris Lake Co. Park. Bird was with BOGUs, and dwarfed by their size! Phalarope active feeding/swimming behavior observed. Plain gray above (lacks streaking), white below. Black eye patch at, and extending behind, eye. Blocky head. Bird flew short distance & wing stripe in flight was easy to see even at great distance. Additional notes: Bird had an obvious white fore-crown. Bill was not observed well because of the distance and the fact that the dark bill was obscured by the dark color of the water. I could never get the bird in front of a BOGU to see the bill better. So the ID is based on other marks including the pale gray back and lack of streaking. I do have a photo and video, but their quality does not help the ID except to show relative size with BOGUs, the REPH (leftmost bird in photo) being 1/3 the size of the BOGU. I observed the bird for about 10 minutes. I could not refind the bird later. A poor video is available here: https://www.youtube.com/watch?v=3NbmN_JXeMw
