Found by Dan Z and Leslie S—thanks! Small size compared to nearby Dc Cormorant, tail long in relation to body size, hint of white line to facial patch, seen resting on mudflat, swimming briefly, and then flying. Circled the area a few times with a Dc Cormorant, gaining altitude, then both headed north towards Lagerman Res area. Will add photos
