Small delicate tern in amongst flock of Heerman's, California, and Western Gulls north of Noriega and near sea wall. Noticed a much smaller bird that was a Tern with all black bill, orange legs, black eye patch extending back from the eye. Suggested Forster's tern. Photo attached.
