9-2020 update: TBRC accepted 2020-45. Some way smarter birders than I are calling this a GWGU. Illustration #300 in this paper is a pretty close example: https://www.pugetsound.edu/files/resources/ebels-et-al-gwgu-and-hybrids_db-2352001.pdf. Thanks, Scotty, for the find and updates. Bird flew in front the fishing pier, landed in top of the spillway, preened for about 7 minutes, then flew off to the NW, in the general direction of the city park.
