Continuing at DCA. Overall white with grayer breast. Observed near the south end of the runway, few short flights between perches on different red signs. Distance 1100 m across the river from Hains Point; viewable with 8x binocs but scope much appreciated. Waited quite a while for it to appear after it was apparently harassed by crows and hid in the rocks or on the airfield. Lifer!
