Juvenile. Flew over silently, circling once before flying over tree line towards the bay. First impression was of a Buteo based on size, but flight style and shape were off so I pulled out my camera to take a closer look. Photos show large accipitrine with heavily streaked underside, barrel chest/small head, bulging secondaries, and pale bar on greater coverts, ruling out a large COHA (size alone without a reference point is often misleading).
