Very likely the same bird that I saw here yesterday. Juvenile bird on the water showing an all black bill. Off-white sort of beige colored gull with no dark markings on the primaries. It was slightly smaller than 2 American Herring Gulls and larger than a Ring-billed Gull that were close to it and on the water. Seen at 8:02 a.m. Distant and poor quality photos below.
