The picture is of a group of 18 I saw. When I attempted to move closer to get a better picture a boat came by and flushed the birds into the air and they didn't come back. It looked like more than 18 birds when they flushed which makes sense since they were actively diving when I originally counted them and I probably missed a bunch.
