Single individual on the sand, surrounded by gulls. Seemed either worn out or possibly ill. Kept an eye on it for nearly an hour and it tolerated people walking very close without flying, but then the trash guy drove up in his truck and spooked it into taking flight. It could not get up more than a foot off the ground for the entire length of the beach and looked like it was going to try and land on the rocks after almost being hit by a wave, when it seemed to get a little more lift, managed to get over the t-jetty and to the outside jetty, where it landed. Bit of blue showing on the throat, pale tufts on side of head, glossy plumage. Surprisingly, there was a large number of BRAC on the outer jetty, with only a few DCCO in the mix.
