Perched in one of the tall trees overlooking Mack Mesa. We originally thought this to be a juvenile/1st year RTHA. Doing some research in the bible, Sibley Birds, we believe it to be a 1st year/juvenile light Swainson's Hawk instead. In addition to other field marks, it fits this comment in Sibley's, "worn juvenile in spring looks white-headed". See 3rd photo. From afar we first thought it might be a Bald Eagle. Another bird book we have (NatGeo Field Guide to the Birds of North America) says this about SWHAs - "light-morph juveniles have dark moustachial stripe and conspicuous whitish eyebrows that meet on the forehead". This hawk fits that description.
