Dark brown Cormorant with all dark lores and grayish upper bill. Tail long, (not strikingly so). Slight in appearance compared to nearby Mallards is what caught my attention. It appeared dainty. There is a slight pale line behind the gular pouch, but the gular angle is not particularly pointed. The bird was panting heavily, so it's hard to tell if that was distorting the gular angle. I sent photos to a number of experts and posted on Facebook rare bird alert, and consensus appears to be NECO. Scapulars and wing covert feathers appear to be "lanceolate" (sharp) vs. more blunt in DCCO.
