Two Sabine's gulls. It is possible to zoom in close enough to have a few pixels per bird, but identifiable

Large gulls with black hoods and black along leading edge of outer wing and white at trailing edge, forming characteristic M shape on upper wing. First bird close to the boat in OC waters (33.637815,-118.155925), flying west into LA county. As we got a couple of miles closer to Long Beach, I had four distant birds skimming low on the water flying into the wind, which I thought were going to be terns. I thought I saw black in the wings, so I got some photos which show the wing pattern and the dark hood.
